"I'm sure you've all heard the term, "guerilla filmmaking." in a nutshell, it's about making a film, video, whatever, without having much money to accomplish it.

What that means is you have to make do with the tools you have.

Same goes for photography.

A lot of you are guerilla photographers whether you know you are or not. You have the desire, a level of skill, and the basic tools"

It just sounds like a fancy term for being careful with money. Or being an entry photographer.
The other answers aren't exactly dead wrong, but taking pictures of the public with or without their permission is called "street photography".

While I'm not certain how the term applies to photography exactly, in film-making "guerilla" suggests that you're doing what you're doing with no permission from the location owner and you don't advertise your presence to passers-by... basically you have no control over your environment, and you just get whatever footage you can (the public become extras, or even subjects themselves, and you might have to put up with being moved on by a security guard).

I suppose in photography the equivalent would be either using a location to shoot a model without telling the owner/workers/visitors first, or taking pictures of the public without asking them.
