I want to block people from downloading stuff on my computer?

is there a way to make a password which will stop people from downloading ANY thing to my pc, unless they have a password, and can i how can i block people from installing things on to my computer, reason i ask is my boyfriend is stupid and wont quit downloading and installing programs
