"Devil finds work for idle hands" is the way I always heard it.
It means that you are more likely to get into trouble if you have nothing but free time to do so. If you stay busy doing "good" "honest" things than it is easier to resist temptation. But where is the fun in that?

Usually it is referred to as the "Devil's Handiwork" and it means that when you have nothing else to do you go looking for trouble.
