When to use sevgiler?

If I use sevgiler at the end of an email or txt message, is it just being friendly or does it imply romantic love?

Let me put it this way: you don't use it at the end of your letter to your boss (too loose), your mates (too formal), a girl your wife/girlfriend may be jealous about (too risky), but you can use it for your friends, family, your friends' family or people you meet and chat with on the net.

It's like ending your letter with,

Love,
Bill.

I use it when I write something to my family. It's more than just friendly but it doesn't imply romantic love...
