Most cell phone plans in the U.S. do not include calls to other countries unless that's a specific part of your plan. You need to check with AT&T to find out if your plan allows it, and/or if you need to change your plan to enable you to do so.

Some companies like T-Mobile will allow you to call other countries; however, a per-minute charge will apply, depending on the country being called.
