Pay-on-foot systems in the garage? what's it? Pls explain it to me. Urgently. Thanks?

the pay-on-foot systems eliminating the booth in garages. What does this mean? I don't understand.

The "Pay On-Foot" (POF) System features centralized pay stations are in convenient locations within public parking garages.
1. When entering the garage, you will take a ticket which you will keep with you while enjoying activities.
2. Before returning to your car, you must pay for your parking at one of the garages convenient centralized pay stations.
3. When you are driving out you will use your paid ticket as an exit pass.
(We got this at almost every public garage in Germany)
