Okay, first of all, you have to make sure you save it to the proper folder. So save it here to this file path:
"Documents" > "EA Games" > "The Sims 2" > "Downloads"
so in other words make sure it's in your downloads folder in the sims 2 folder.
Now, when you save files from lyrika.co.nr the files are in a Zipped format. Which means that your computer won't be able to access them unless you unzip the file.
And you have to have software to unzip the file. So good software would be Winrar, or 7-zip. I have 7-zip, and it was a free download from downloads.com.

So, when you have the zipping software:
1: go into the downloads folder
2. Right click on the file you just saved
3. hover over the option "7-zip" (or Winrar if you decide to download that, or the name of whatever program you may already have)
4. Click on "extract here"
And now your files SHOULD be accessable in your game, and you should be able to use the clothes or hair or whatever. As long as the download wasn't broken, and you did everything properly, it should work. Sometimes things need a mesh to be downloaded separately, but it looks like lyrika has them in the same download, so you shouldn't have to worry about that.
