Where does the mysterious on-ramp in Central Expressway @ Chin Swee Tunnel lead to?

Question

The on-ramp is between the Orchard Road and Havelock Road exits, heading towards AYE.

I've tried searching for more info on this (NLB/OneMotoring/LTA/SLA) with no results. And despite trying to guess where the ramp leads from each time I drive through that tunnel section, I have been unable to pinpoint what lies above ground from it. It's situated quite near to the Singapore River.

My best guess is it's linked to the Intelligent Transport Systems Centre (I've seen EMAS tow trucks stationed there) but that's just a shot in the dark.

I'm sorry Kingston, but it didn't check out. I tested your theory today by purposely taking the detour. But driving through the Merchant Road on-ramp then did I realised that its ending point is after the Havelock Road exit.

It's not the ramp I'm questioning on. The ramp I'm referring to ends about 100m before the off-ramp leading to Havelock Road.

about the ramp, the ramp is leading to River Valley Building, that is opposite Fort Canning Park at River Valley Road. Its supposedly its leading to ITS Ctr. The building is now being demolished or something, as I seen its being turn into construction site. ITS Ctr is still in contact. Hope my answer helps you to solve your question. It should be Merchant Road. There is an entrance at Merchant Road that heads into CTE tunnel towards AYE direction. Merchant Road is directly after the Singapore River and run parallel with it.
