Should a renter be able to request pest contol services on a home, even if they live there but do not own it?

Just wondering because a friend of mines called a company because he was having a problem and the representative told him the owner would have to call, even if the renter was paying for the charges for legal and liablity reasons.

I suspect the pest control service was reluctant due the renter wanting to have the owner billed without his/her consent. These issues(pest control) are often addressed in the lease agreement. The renter should discuss the issue with the landlord. I would think the landlord does not want his property damaged by pest infestation and would be willing to help in some way.
