Should a renter be able to request pest contol services on a home, even if they live there but do not own it?

Just wondering because a friend of mines called a company because he was having a problem and the representative told him the owner would have to call, even if the renter was paying for the charges for legal and liablity reasons.

I suspect the pest control service was reluctant due the renter wanting to have the owner billed without his/her consent. These issues(pest control) are often addressed in the lease agreement. The renter should discuss the issue with the landlord. I would think the landlord does not want his property damaged by pest infestation and would be willing to help in some way.

The renter is entitled to it. The owner probably has to make the appt but just about every state has a law that requires a landlord to keep it's rentals in habitable conditions. An overabundance or insects or rodents is not habitable.
