My son has been doing this since he was 14 months old. When he gets full he just starts playing with his food by putting it in his mouth and letting it sit in there. Just take the food away and put him down to play--he is finished eating. He will swallow it when he's ready. You can't force him to. What I found works really well is give him something he really likes to drink. Most of the time he will have to swallow to get a drink. Works like a charm to get that last bit of food down.

Maybe you are overfeeding him. He would swallow if he was really hungry.

It might be a texture thing. My kid does the same thing with chicken, veggies,... Try to give it to him an hour later when he is a bit hungrier or try a different food that you know he likes.

i'm assuming you've had him to the doctor and ruled out ear and throat infections, so onward:

how do you make him swallow? easy: you don't - it's a game to him. if you're still feeding him, try switching to finger foods and don't feed him any more - let him feed himself. when mealtime is over, take away what's left without comment or reaction. he'll eat or he won't - the one thing he won't do is starve himself to death.

if you stress and harp on his eating, however, you are setting yourself up for years of food battles and power struggles. every time he gets mad at you, he'll retaliate by not eating. food will become a reward/punishment system, not what it is: fuel for the body.

your job is to determine WHAT and WHEN he will eat. his job is to determine HOW MUCH or even IF he will eat. keep it to that and life gets a lot less stressful.

lol. when my son was a toddler, he would be walking around with food stored in his cheeks. i think he was full and just playing with it. i used to get worried about him choking on it (disgusted as well) so i used to tell him to spit it out into my hands.
