How does the "flip-down" option (to remove glare) in rear-view mirrors in cars work?

Rear view mirrors in cars usually have the ability to be "flipped down" so that the headlights behind you aren't so bright. My assumption is that there is some sort of double-layered mirror inside the casing, which allows one mirror to look out the back window, and one to look somewhere else. How does this work? Thanks!

it just changes the angle of the mirror slightly so it isnt as harsh on your eyes.
