What is required to get a restraining order?

A man that I know has recently gotten out of jail, and I am concerned for my safety. I live in a different state, and he isn't allowed to leave the state (or even the county, I think) but I sometimes visit the town that he lives in. He is, in my opinion, dangerous, and I know that he could specifically be dangerous to me. I'd like to know that if he approaches me, I have a way to get rid of him. How do I go about getting a restraining order? Also, how does a restraining order work? Is he arrested if he comes near me? Do police just tell him to leave? If it helps, the state is West Virginia. Thanks!

Additional Details

To further clarify: this man abused me as a child. Also, the town that he lives in is the one in which my family members(some of them elderly and unable to travel) live, so I can't simply avoid the town.

call the police in the town that he lives in. they would be able to help you with your questions

    You will not get a restraining order against him. You have to show proof you are in danger, a past history of staling or violence and you are not in danger if you stay in your own state. If you do get a restraining order and then travel to his town you would be the one who got arrested--you went to him it would not be his fault.
