The full capacity of the fuel bladder in the tank of a 2008 Prius is 11 gallons.

However, that capacity will fluctuate between 9 and 11 gallons depending on outside temperature.

The reason is because of the laminated resin fuel bladder inside the tank-- It is used in the Prius to minimize the release of gasoline fumes into the atmosphere so it's more environmentally-friendly than normal car gas tanks. During the winter when it's cold, the resin fuel bladder cannot expand as much as when the weather is warm, so its capacity shrinks.

However, the point at which the gas pump shuts off and also the amount that you can fill from a supposedly empty tank, depends on how much residual fuel is left in the tank, just how full you fill your tank (into the filler neck and/or flood the charcoal emissions-collection canister), and the pliability of the resin bladder found in the North American Prius' gas tank. Owners typically report filling about 8-10 gallons in an "empty" Prius, though some have managed over 12 gallons as well...
