How does Applicant Tree work?

I was on another site and saw mention of this company. It sounds pretty neat but does anyone have any information about it or experience with it?

Instead of companies paying one large fee to search through thousands of résumés, Applicant Tree set up a system where they can view all résumés for free, and then pay for only those candidates that they want to contact. Then the company passes half of that fee on to the person applying for the job. It’s like how Google started charging people only for ads when people click on them.
