Why does it called "201 file"?

I used to worked as an Human Resource Department staff and we oftenly exchange the term "201" in referring the files of our employees. But I cannot comprehend why it has to be called a "201"? Why it can't be a "100" or "300" or "1000"? I just want to know the history of that "number". Thank you

A 201 file refers to the military term for a soldiers personnel file. This is because the inital form used is designated as a GA (government administrative) 201 form used prior to the Spanish American War.
