Are white fluffies normal?

I have a roundish cactus that has diamond shapes instead of rows where the spikes come out. The are white puffies between the diamond shapes.
I was wondering is it dieing or growing mold or is it normal?

If the white puffies are collected around the base of the spines, then that's normal. It's just part of the plant.

If the white puffies are all over the green parts of the cactus (away from the spines), then you most likely have an insect infestation. A simple spraying of diluted dish soap in water ( about a teaspoon per quart) will help to kill off the insects, if you have them.
