If I am making potted plant kits for people, can I put the soil and flower seeds together in a zip lock bag?

These are small terra cotta pots, and I plan to put the soil and seeds in zip lock bags and stick the bags inside the pots. Question is should I package the seeds separately or can they be mixed up with the soil in the same bag. We're talking just a few seeds here per each bag of soil b/c they are very small pots. This would be a much easier option than separate bags but I'm not sure if it's ok. Thanks.

Put the seed in aluminum foil and they should be fine

I wouldn't. The seeds will not all be buried at the same levels when the soil is added to the pot.
