talk to Social Security or to an association that deals with the disability that your brother has.
Look up the Scooter store online.

find a company in the phone book that provide these chairs they will tell you what you need to do to get that chair... that is sweet of you to think of your brother. The wheel chair co will help you get that chair!

Talk with them. They will help you and work with ssi and your brother's doctor. Good chance of nothing for you to pay.
