The word rust is usually reserved for iron base materials.
The generalized phenomena is called oxidation, and yes tin does oxidize and turn into an ionic salt. However, like zinc, the oxide is more dense that the metal so it coats the metal like a film of paint.

Iron does not have this filming property as its oxide is less dense than the metal, so iron oxide is forced to flake away continually exposing more metal to the oxidizer.

Tin doesn't rust. Iron or steel does. Cans are mostly made from iron and steel but is coated or galvanized with tin to prevent rusting. Some reasons the tin man in Wizard of Oz might rust are if he was made of steel with a thin tin veneer, of if he was made of all tin but has iron joints - thus causing him to rust in his joints.

No. Tin does not rust because tin (and many other metals) forms a thin oxide layer that resists further corrosion. Rusting is specifically used for Iron oxidation. The same process in other metals is called by other names: oxidizing, tarnishing, corroding, for example
