Why did Bill Clinton NEVER give his Middle Class Tax Cut?

During the 1992 Presidential Election, Bill Clinton said he was going to give a middle class tax cut. Insead, Clinton lied to the American People and gave them the Largest Tax Hike in the history of the United States of America.

My question is, why did President Bill Clinton raise taxes after he made a campaign promise to cut taxes for the middle class?

I'm middle class (upper), married, and don't have kids. Clinton's tax policy KILLED me! I got hit with the marriage penalty AND no child credits! I paid more.

I have been reading Alan Greenspan's book, and according to him, Clinton realized early that the budget deficits needed to be addressed, and tax cuts would not be feasible at that time.

Edit: To those below, the question is pertaining to a middle class tax cut, which never materialized.

Clinton raised taxes on the rich and left the rest alone.

It was Bush who offered the tax rate cuts, the capital gains tax cut and the tax credits that give the lower middle class a boost.

(Clinton's tax increases were not that big. The upper tax bracket was raised from 35% to 39%, but the bracket sizes were increased with inflation adjustment, to make sure the larger percentages didn't creep downward the way the AMT is now.)

Despite the strongest economy in 40 years, he just couldn't find it. He looked and looked and looked but just couldn't see how the Federal Government could possibly afford it. Which means there was NO BUDGET SURPLUS! The government spent it.

Perhaps that is why we wound up with a budget surplus at the end of his term. Call it saving for a rainy day or whatever. Everyone should pay his fair share. The rich had been getting away with not paying and he made them pay a bit more. The middle class picked up the rest because the poor don't make enough to make a difference anyway.
