I am trying to sms a cell phone in Bosnia. Can it be done? Is it free? Do I need to do anything special?

Do I just dial the country code and then the phone number? Or is there something else I need to do? Thansk

Usually it is 'Plus' then the country code and phone number.

so you would actually do

+387 and then the phone number.

    International texting is not free. You need to country code + the phone number. In come cases international numbers include a country code + a city code + the phone number. You pay your carrier for sending the sms, and the recipient pays their carrier for the delivery of the sms.

    Some carriers, like Vodaphone ban sms received from non-Vodaphone associated carriers.
