Msconfig: you can enable or disable a service's running at logon.

However, using services.msc gives you more (and safer) options. You can enable or disable a serivce's run at logon [ automatic or disable ] or you can set it to manual, which allows you to turn it on when you want- windows won't load the service at startup. Services.msc also allows you to see what services are vital to the computer- eg. svchost, rpss, etc- by checking each dependancy.
