Hi Buffy, if you par-boil longer than 5 minutes they will start to cook through then "break down" so please - no longer than 5 mins. Good Luck.

Depends on the size of the potatoes. When you can insert a fork slighty or a skewer, then they are par boiled.

Par boil means to pre boil or half way cook
the average potatoe peeled whole, about 15 minutes

Until you can stick a fork or knife point in, and it is still a little bit crunchy.
There isn't really a specific time... depends on the kind of potato and the size you cut the potato into. Whole potatoes will take longer but won't get as wet on the inside.

If you want to roast them it depends on the size & variety. Small new pots can be roasted straight away. Large old pots, 10 minutes max.
