Would sprinkling powdered milk in someones yard cause it to smell?

If it rains or because of the dew, would it turn into milk and start to stink?

Yes. Even otherwise it will stink since once outside in the air the humidity will make in harden and with time it will be food for many small creatures and could also smell.

Why would you sprinkle milk powder in the neighbour's yard? You hate him? You better give the powder to him so that he/she can use it.
