Can someone recommend an inexpensive and energy saving air conditioner?

i don't want to spend alot of cash but if i need to spend a little more and save money on my electricity bill, i'm willing to stretch my wallet a bit.

i want an inexpensive ac and as low an electricity bill as possible!

I cannot give you a brand name but I can say that when I put on a new water-cooled air conditioner on my house, it saved me a bundle. On top of that, your local power company may be willing to give you a credit like mine did. Check with them to see.
