At upscale restaurants, does the chef's tasting menu usually include wine pairings in the price?

Or is it something I should ask individual restaurants about? Also, kind of a separate question, does the tasting menu give more "bang for the buck" than a la carte?

Tasting menu is what the chef is going to put the most pride in as it's his signature meal. Defenately more bang for your buck too, order it all seperate and it may cost you dbl. As far as wine pairing. Usualy isn't included but you better make sure.
