There seems to be some debate regarding this, though it is commonly accepted that this was merely a rumor that began with his increasingly erratic behavior in the late seventies and popularized by the movie "Rise and Fall of Idi Amin". Try:

Wikipedia states that him being a cannibal was a rumor.
I have no knoweldge on the subject though.
