What does the Verizon Fios commercial mean?

"The light is so clean, it's plus 20 DB hot, it's true quam"

What does that mean?
The only part of the commercial I understand is "Nice Truck"

+db is a measurement of the signal strength in decibels.
Quam= quadrature amplitude modulation, ( format by which digital cable channels are encoded and transmitted via cable).
Fios=fiber to the premises-or for Verizon high def fiber optic service.
In Irish it means knowledge :)
And it's not a truck, it's a van.
