Where is the best place to clean a paintbrush that has latex paint on it?

If you use a bucket with soapy water, what is the best thing to do with the water...is it rude to pour it out in the street?

Or into the grass/bushes?

Is it ok to clean the paintbrush in your kitchen sink?

What is the best way to do it?

I always get rid of as much paint as I can, either by newspaper or paper towels, then wash it in my kitchen sink. I don't think it hurts the pipes, and it's not as bad as turpentine as far as the environment goes.....
