Application For Permanent Residence:
Non-Singaporeans can become Singapore Permanent Residents (SPRs) by obtaining an Entry Permit. An application for an Entry Permit is an application for Singapore Permanent Residence. The fee for an Entry Permit is S$100 and the fee for a Re-Entry Permit is S$10 per year. For foreigners requiring a visa, the visa fee is S$20 per issue. Processing time takes about 3-6 months. Applicants will be informed of the outcome by mail.

Applicants would be assessed based on their own merits like salary, educational qualifications and experience. You can obtain a PR (Permanent Residency) application form (IMM 4 or 4A) from the Singapore Mission nearest to you. The form can also be downloaded from the Singapore Immigration & Registration Homepage: http://app.ica.gov.sg/serv_pr/download_f…

More information can be found at the Immigration and Checkpoints Authority website on application eligibility, procedures, documents required as well as national service liability: http://app.ica.gov.sg/serv_pr/per_res/ap…

Foreigners who are currently working and staying in Singapore can do a self-check on their eligibility for Singapore Permanent Residence and Singapore Citizenship a free on-line self assessment system called the "Naturalisation Eligibility Tool":

For your information, instruments of investments can also be taken into consideration for the application of PR. Under the Global Investor Programme (GIP) administered by the Economic Development Board (EDB), entrepreneurs who have good track record and are interested to invest in Singapore may apply for PR status. The applicant must deposit at least S$1.5 million with the Government. Refer to following link for more details:
http://www.edb.gov.sg/edb/sg/en_uk/index…

Otherwise, just contact the embassy and check out the laws and requirements to be certain. Do weigh your pros and cons before taking the leap and apply for PR status. Check out this article

In my opinion, the best way to obtain permanent residence is to 1) meet and marry someone from Singapore, or 2) visit and meet a company that will hire them and sponsor their perminent residence visa.

When I was an adventureous young man I met a president of a college in Australia who met me and liked me, and sponsore a Temporary Resident Visa good for five years. After working for 2 years I was in the process of applying for my perminent resident visa. This is one good way to go for a perminent resident permit.
