How long should I wait before painting a new concrete garage floor?

About a month. If in doubt, securely tape a 12" square of plastic to the floor and let it set 24 hours. Remove the plastic and see if moisture is present.

    Might I suggest something more durable than just paint. There are companies out there that have a very durable epoxy coating that is much better than anything anyone can buy. I've used paint and the Home Depot epoxy and they both look nice but the first time you park a hot tire on it and it cools overnight, it rips sections up the next time you pull out. My floor was painted by the previous owner and I ended up repainting it a couple of times and then tried the HD epoxy with similar results. I finally sand blasted up everything and had my buddy (owns a concrete resurfacing buisness) apply an acid stain that never comes up. That is the most durable finish you can do. His epoxy is also very durable but stain is the best way to go. Available in all colors.
