There used to be an mexican equilvalent years ago that you could buy right over the counter (<2000) - but that was when you could walk across the border and buy valium at the pharmacies.

Now, you can't even do that, so I doubt they'd allow you to buy opiods if they wouldn't allow you to buy benzodiazepams without a prescription.

Mexico has a government funded healthcare system and they allow many people to purchase medicaion, such as anti-anxiety and depression medications over the counter to save money because there are less doctor visits. Mexico used to sell vicodin (the generic version; Mexico sells mostly generic brands) over the counter; however, they changed their laws under pressure from the U.S. and now they do not sell any painkillers or other highly abused drugs.
