My neighbor has this flag on a flagpole and as a bumper sticker and license plate thingy, etc. I always wondered what the flag represented. I don't think it's a country's flag...

Ahhh yes! He is the owner of our local scuba diving school - makes alot of sense!!

It's a flag for SCUBA Diving. While underwater in a place where a boat could drive over, you attach a float to yourself with that flag on it so boats can see there's a diver underwater there
