This can be handled very simply.
1. Have your neighbors write an affidavit then sign before a notary that you are not noisy. Have copies made and send the originals to your attorney. He/She should hold them for any suit you might become involved in with this troublesome neighbor.
2. Inform your neighbor that if he wishes to pursue attacking you two for noise, he needs to video tape (with audio) the offence(s) and play them back to you so you can understand what he is refering to. If in fact he is catching you making noise you didn't know about, then you can fix it, smile and move on. If he refuses, then inform him that he has no legal standings against you and yours and if he insists on harrassing you, you will file charges against him. Remind him that filing unfounded charges with the police against you is fraud and punishable. As to the council, I would make sure they get a copy of the affidavit(s) from your neighbors as well.
Lastly, it is a long shot but here goes. I owned a pool hall many years ago and was accused of having my juke box too loud. A neighbor (I say that lightly) who lived 1/4 mile away filed noise ordanance violation charges against me.
We had an independant contractor as well as the police use a device that measures sound to see if we were in violation. They both did random tests without our knowledge. We were obsolved.....until.....the complaintant had a police officer come and listen in of all places...THE GUYS BATHROOM!! It turned out that the sound of my music was entering the sewer system and for some reason, was being funneled to HIM! OMG....it sucked cause then they used an ancient...I mean 111 year old law on my business that said we couldn't be open between the hours of 1 am and 4 am. I lost 45G the first year after we lost an appeal with the Supreme Court against the city ordinance. I had to sell and get out. It stunk.
