How to create a web2.0 directory like buzzshout.com or web2list.com?

Is there any framework available (like Wordpress is for blogging) to create a web2.0 directory like buzzshout.com or web2list.com. Each entry in the list will take me to its unique page. Further, all entries are classified based on categories. What is the easiest way to create such a site?
