How were the state border lines drawn, what criterion were used, when was it done? Has it been changed since?

How were the state border lines drawn, what criterion was used, when was it done? Has it been changed since (i.e. give some additional land to some state etc.)

It originally had to do with needing a certain number of residents to become a state. You just kind of made up lines that included towns and such. They tried to use rivers and permanent things because map making was very inaccurate long ago. Hence the Toledo War Michigan and Ohio both needed that population to become a state.
