How were the state border lines drawn, what criterion was used, when was it done? Has it been changed since (i.e. give some additional land to some state etc.)

It originally had to do with needing a certain number of residents to become a state. You just kind of made up lines that included towns and such. They tried to use rivers and permanent things because map making was very inaccurate long ago. Hence the Toledo War Michigan and Ohio both needed that population to become a state.

In fact, West Virginia is the only state to be carved out of an existing state. It was during the Civil was when the state of Virginia was in dispute between being for or against slavery or whether or not it was for the North or for the South.
