You shouldn’t have to pay to get your book published, if it’s good. The idea is--the publisher pays you. It’s a rip off if you’re paying them (unless we’re talking self publishing) but I would still try getting a real publisher.
Finding a good literary agent is you’re best bet. I’ve interviewed literary agents who handle romance.

Before submitting: Is your book up to par? Have you joined a writers group? If you write romance, you definitely need to join Romance Writers of America.

You join one their chapter nearest you and meet published authors. RWA also has annual conferences where you can meet editors, literary agents and those in the business.
There you can pitch your story directly.
