Sewing Question: I have a circle of cloth for a seat cover. How do I hem a circle?

The circle is 12 inches round - 10" for the seat cover and 2" for the hem (which I will insert elastic). When you try
to fold the hem for sewing there is so much material I don't know what to do with it! Is there a "rule" or simple instruction to sew the hem properly? Any help will be greatly appreciated.

Fold the raw edge over 1/4" and stitch then press.
Then stitch the entire circle again with a loosened stitch for gathering.

Pull up the thread, gathering until it's the size you need. Evenly distribute the gather and then stitch in place.
