Exam-Oriented or Nonexam-oriented?

In Malaysia(which is my country) the government realized that our system of education is too exam-oriented and the students here are getting stressed out. So, they are starting to otter it and try reduce the orientation of exam in education. And the question is: which style of education is better??

obviously the exam-oriented method is the one to use, because it induces students not to fail a class or a certain credit course, then you can be certain that they are probably trying its minimum just to pass.. so it tells you that what a professor is teaching its someway reaching the students.

i like most college students hate exams, but it's the only way to really know how well students do in certain subjects!
