When a building or house is erected, who or what agency determines the address and what is the process?

In most cities, the City Planner is responsible for assigning this number. For smaller buildings, the new structure is given the number of the 'block' of land it is on. Particularly large buildings, or those receiving a great deal of land, may be given a special, extra-long number seemingly removed from the buildings around it, or may take up an entire block's worth of numbers (such as an office building have the address 1700 Waybossett Street, but the next building starting at 1801 Waybossett Street). You'll have to contact the city planner for tha particular city you are interested in.
