Clay based kitty litter will pick up freshly spilled oil from concrete floors. Most auto parts stores sell oil-dry or similar absorbants that will also do the trick. If the oil has dried on the surface, or soaked into the concrete, then use a chemical solvent to break down the oil before sweeping it up with the oil-dry. Again, most auto parts stores can supply what you need.
